Policy for the Strengthening and Sevelopment of the State-Owned Company of IT Services and Applications in the Gazette

The regulations for the strengthening and development of the State-Owned Company of IT Services and Applications were published in the 42nd Ordinary Gazette.

In accordance with the provisions of the Guidelines of the Economic and Social Policy of the Party and the Revolution for the period 2016 - 2021 in its numbers 8 to 14 aimed at promoting entrepreneurial autonomy in the socialist state enterprise and with the entry into force of Decree Law 370 and Decrees 359 and 360, the computerization of Cuban society is being promoted as an orderly and safe process that promotes the creation of computer solutions contributing to technological sovereignty, where the different forms of management contribute to this development, with the socialist state enterprise prevailing as the main form of management.

It consists of 6 legal regulations that articulate the fundamental aspects dealt with in the policy regarding salary management, processing of indicators to choose the management model, facilities in the tax handling process, legal and salary recognition of the intangible and the professionalism of the workers of this type of enterprises.

The Policy for the strengthening and development of the State Company of IT Applications and Services, which encompasses all companies in this sector, addresses the particularities of this type of knowledge-intensive business, with people being the key element in the materialization of digital products, content and services that have a cross-cutting impact.

The Policy focuses on empowering State-Owned IT Applications and Services Companies (hereinafter eEASI), whose main activity includes, partially or totally: research, development, innovation, distribution and marketing of IT systems, applications and services, as well as the intensive use of Internet service platforms.

They use the closed financing scheme for exports and effective substitution of imports with the precision of favoring these companies to the maximum during the first 5 years of the implementation of the model.

In addition, the policy promotes the export of IT applications and services.  It establishes the use of a uniform role classification for the activities of the industry and a uniform scheme of professional categorization for each company to set the payment of each worker.

It establishes the formation and application of prices for technical-productive applications and services by agreement between the parties avoiding price increases.
It also promotes the use of open hours and telecommuting.

This policy establishes wages of the workers based on their performance using piecework by agreement based on time standards, complexity and quality requirements set by the company through well-backed studies of work organization and measurement.

The Policy for the strengthening and development of the State-Owned Company of IT Services and Applications promotes the use of quality standards in the development of applications and in the provision of IT services through the Cuban Quality Model for the Development of IT Applications (MCDAI) or other equivalent quality models.  With it, new recruitment ways with specialists and students from research centers and universities are carried out, to strengthen the creative component in research-development-innovation projects and other professional activities.

The six issued regulations validate the powers granted to the eEASI to increase their management, performance and efficiency.
