Since the enactment of resolutions 98 and 99 of the Ministry of Communications on the organization and legalization of wireless or wired interconnected communities, 402 licenses have been granted to natural persons, commented Pablo Julio Pla Feria, General Director of Communications at MINCOM.

In a press conference held on Monday at the Computer Science Central Palace, the Ministry's official said that "this has been accompanied by a process of building capacities and infrastructure in the network of the Computer and Electronics Joven Club, called Tinored (Tinonet). As well as by the use of infrastructures from other entities to give wifi access to these networks".

Pablo Julio commented that the procedures for these licenses are done personally at the territorial offices of the Technical Budget Unit of Radio Spectrum Control (UPTCER), and online on the Ministry's website.

On his behalf, Jose Carlos Cruz Sandoval, Director of Informatization of the National Office of Joven Club, added that so far 1798 people have joined the network, which can enjoy about 15 services available in Tinored.

The Captive Portal is a web interface that allows user accounts to be authenticated and registered once they try to access the Joven Club services system.

Users may, from any installation, request to create an account in the Joven Club services system, with their corresponding password, which is non-transferable and private and must be changed at the time of first access to the system.

To access the portal, the user must first have a Joven Club account and password. You will access the portal by typing the following address into your browser: acceso.jovenclub.cu. Once there, you register using your username and password, and then, by typing the address: clientes.jovenclub.cu, you will access the Joven Club digital content platform.

Joven Club has 644 facilities throughout the country that open a window that did not previously exist, the possibility of connecting all provinces within a single network.

Regarding the possible failures of wireless equipment, the General Director of Communications of the Ministry of Communications told Cubadebate that Joven Club is the entity that provides the service and has economical mechanisms to replace such equipment, along with Copextel.

He also added that it is an inclusive project, so that network administrators can continue to contribute in that sense in terms of knowledge, equipment, from the very beginning of the test. "The important thing here is to contribute so that this service works adequately".

On the quality of service, Pablo Julio commented that the creation of capabilities has been important from a technological point of view. "Games, for example, are hosted in Etecsa's data center, an infrastructure designed for that, which is the best in the country, and which is on a par with the best in the world. Connectivity, the transport of signals, is also provided by the telecommunications company, with fiber-optic links and appropriate quality standards.

Julio Feria highlighted that the test is totally free and that the service, once it begins, will not have a collecting character. It will be affordable, below the monthly fee previously paid by users.

For his part, the director of Joven Club added that they continue working on the infrastructure and 22 points of Joven Club from 10 provinces of the country have been integrated into the test.
