The sectoral standard NRCM 3-1:2020 on Quality Requirements for IT Systems and Applications was approved by Resolution 87 of the Ministry of Communications.

The sectoral standard project was drafted by the National Center for Quality Software (CALISOFT) as a scientific and technical result, and it was reviewed by the 18th Technical Committee of IT Technologies Standardization, particularly by the 7th subcommittee of Software Engineering, which is made up by the most important developing companies, including those from MINFAR (Armed Forces Ministry) and MININT (Ministry of Internal Affairs).

It has been developed to provide knowledge and technical support to be used by:

The National Certifying Organization of the Republic of Cuba, in its task of certifying the laboratories that evaluate IT applications, systems and software products.

All the entities of the software industry whose purpose is to unify and reconcile the relationship of aspects, attributes and quality characteristics that will be evaluated by the laboratories, in particular the Industrial Software Testing Laboratory of CALISOFT, during the process of testing, evaluation and subsequent certification of IT applications.

The sectoral standard specifies verifiable properties, based on the quality characteristics of the Cuban standard NC ISO/IEC 25010:2016, which supports the conformity assessment and certification of products and IT applications. The properties based on the characteristics of the Cuban standard are translated into requirements for Functional Adequacy, Safety, Reliability, Performance Efficiency and Usability. Requirements for documentation are also defined.

The sectoral standard covers domestic or imported computer systems and applications.

Among other benefits, thanks to the approval of the standard:

Authorized laboratories are encouraged to evaluate all products in the same way to ensure confidence and repeatability, as well as validity and reproducibility of measurements, and

Quality measurements can be obtained nationally, which allow to know the initial state of the industry and the progress made by it, all of which favors the enactment of decisions for its improvement.

Achieving product certification and information technology management is a short-term goal of the Ministry of Communications and the National Bureau of Standards of the Ministry of Science, Technology and Environment.
