Preparation of cadres from the Communications system

On October 3, at the seat of the Ministry of Communications and via videoconference with the territories, the Conference “Local development and innovation in the economic-social strategy to boost the economy and face the global crisis caused by COVID 19” was given by Jorge Núñez Jover, head of the Department of Science, Technology, Society and Innovation of the University of Havana.

The cadres of the Communications system analyzed, together with the professors, the policies of local development and innovation in the economic strategy for the promotion of the economy.

The debate made it possible to emphasize the importance of the systemic approach to innovation. As well as the existence of organizations promoting the dissemination and use of knowledge.

In another moment, the Policy to promote territorial development was discussed. In this aspect, the managers of the territories presented their experiences based on the use of Information and Communication Technologies. Local development must be endogenous, participatory, innovative and it should coordinate interests. It is supported by the leadership of the municipal and provincial governments. It impacts the quality of life of the population.

Once again, the words spoken by the President of Cuba, Miguel Díaz-Canel, were ratified: “The municipal government is the local stakeholder with the greatest capacity to organize and lead, and for that purpose, the integral, stable, proactive and autonomous functioning of the municipality is essential.” (Miguel Díaz Canel, July 23, 2020.)

The Minister of Communications, Jorge Luis Perdomo Di-Lella, said in his speech that this sector is important to achieve productive transformation. We have to embrace that and adapt it better to what we do. We need to better integrate the innovation process and we have a group of companies and organizations that have the capacity to contribute much more to this process. He highlighted the role of Joven Club in local development, as well as that of the Cuban IT Union.
