Cyber-security is part of a state's national security, and carrying out these two principles in parallel, as part of the economic model updating process, is comprised in the political will of Cuba.

"Cyber-security is part of a state's national security, and carrying out these two principles in parallel, as part of the economic model updating process, is comprised in the political will of Cuba", stated Wilfredo Gonzalez Vidal, First Deputy Minister of the Cuban Communications Ministry, during the closure of the International Forum on the use ICTs for peaceful purposes.

As there is no international consensus in the field of information security, it is necessary to promote the responsibility of all actors in society in this regard to support governments, which have the power to implement public policies to contribute to the development of ICTs at a global level," said the Deputy Minister.

Andrey V. Krutskikh, a special representative of the President of the Russian Federation on matters of international cooperation in the field of information security, said that the forum held in Havana was devoted to the world's most urgent problem.

The visitor told the press that one of his most important tasks during the event was to ensure Russia's assistance to all countries that are concerned about the negative impact of the excessive and ill-intentioned use of the radio spectrum on national security.

IT security is not ensured, which requires the launch of a negotiating process within the framework of the United Nations (UN), to adopt an international legally binding instrument to eliminate the significant loopholes that exist today concerning cyber-security.

That is why one of the main objectives of the forum was to advocate for the leading role of the UN and the International Telecommunication Union regarding these phenomena, remarked Deputy Minister Gonzalez Vidal.

Reducing the digital gap in the world and achieving the equitable participation of all States in international Internet governance is a must in today's global context in order to ensure its safe and stable functioning," he added.

He also highlighted that the joint cooperation of countries in the formulation and implementation of measures to guarantee security in the area of information and communication technologies is essential for the preservation of international peace, security, and stability.
