EnIn the session of June 20, the Council of State also evaluated the report on compliance and implementation of Executive Order no. 35 "On Telecommunications, Information and Communication Technologies and the Use of the Radioelectric Spectrum", dated April 13, 2021.

In presenting the issues related to this topic, Wilfredo González Vidal, First Deputy Minister of Communications, and María del Carmen Concepción González, president of the Commission for Attention to Services of the Cuban Parliament, agreed on the importance of this normative provision that establishes the legal framework for telecommunications, the information and communication technologies associated with them and the use of the radioelectric spectrum, among other aspects.

Some data on the development of telecommunications in the country

According to ONEI data, 7.5 million Cubans will have access to the Internet by the end of 2021. Of these, six million have access through cellular telephony.

• 618 popular councils already have 4G, including all provincial and municipal capitals.
• More than 260,000 households with Internet connection through the Nauta Hogar service.
• 7.21 million cellular telephony subscribers
• 1.54 million fixed telephony subscribers
• More than three million decoder boxes for digital television sold since 2013
• 76% population coverage of standard television and 46% of high definition.

María del Carmen Concepción González acknowledged that the deputies members of this permanent working commission of the National Assembly of People's Power have agreed in the debates held that, as part of the implementation process, it is necessary to raise awareness of the content of this decree law and its complementary rules, not only by the members of the Communications sector but also by all those who use these technologies.

They have also urged to speed up the process of transition from analog to digital television; to ensure that each new settlement, district or community has all communications services, which should be taken into account from the planning and budget; as well as strengthening the training and attention to human resources in the sector and increasing the preparation of citizens in the digital environment, cybersecurity and ethics in social networking sites.   

After the corresponding analysis, regarding this decree law, it was considered that its implementation is adequately developed due to the work done in the regulation and execution of the telecommunications service and the management of the radio electric spectrum, and its coherence with the rest of the rules in force. At the same time, it called for constant vigilance in its implementation and updating.
