Cuba participated in the Executive and Advisory Council of UPAEP

From October 20 to 22, 2020, the Executive and Advisory Council (CCE) of the Postal Union of the Americas, Spain and Portugal (UPAEP) met through video conference and was attended by 28 member countries and presided over by Mexico.
The CCE evaluated the work done by the Union in the period between two Congresses. In that context, several matter were analyzed such as the work done by the Secretary General during 2020, the results of the work groups (Strategic Planning, Finances of the Union, Regulatory Matters, Technical Cooperation, among others.), the reports on the financial actions and the external audit of 2019, and the budget project of the Union for 2021. In addition, other topics related to technical cooperation, the progress made by the Postal Development Plan for Latin America and the Action Plan of the Union for 2021 were also reviewed.
The Cuban delegation was integrated by the regulatory institution, the Ministry of Communications (MINCOM), and the designated operator, the Correos de Cuba Business Group (GECC), and was represented by the following officials: Meilam Weng Peña, Head of the Postal Services Department at MINCOM; Carlos Jesus Asencio Valerino, President of GECC; Eldis Vargas Camejo, First Vice President of GECC; Raul Cortina Parapar, Director of Organizational Development and Quality at GECC; and Reinaldo F. Rodriguez Lavado, Head of the International Relations Office at GECC.
The Cuban delegation denounced the selection of platforms that are blocked for Cuba as part of the implementation of a System for Telematic Assistance at UPAEP, which affected the participation of Cuba in several virtual events. That was a strong manifestation of the economic, financial and trade blockade imposed by the Government of the United States of America against Cuba, which technically prevents the country from having access to the Internet, and its services and platforms, in the way that other Member States of UPAEP have it.
Cuba, as co-president, together with Venezuela, of the UPAEP Strategic Planning Work Group, presented the report that summarizes the results of the work done in 2020. It dealt with the assessments obtained from the survey of the region's strategic priorities, as well as the evaluation of the indicators for measuring the progress of the Union's Strategy approved at the Mexico Congress. Similarly, an evaluation of the impact of COVID-19 on the region's designated operators was presented, as well as a first version of the outlook for 2021 and the new 2022-25 cycle, which included a proposal of possible scenarios and guidelines for dealing with the post-pandemic stage and the “new normal.” In the conclusions, they referred to the tasks to be undertaken for the development of the strategy to be submitted for approval at the next Congress to be held in Curaçao and thanked the UPAEP member countries that responded to the surveys sent by the Group for their participation.
The CCE approved the proposal presented by the Secretary General of the UPAEP, to assign the name “Alfonso Pérez,” to the Philatelic Gallery of the Union's headquarters building, as a posthumous tribute and in recognition of the special work developed by Onelio Jesús Alfonso Pérez, who was a worker of the Ministry of Communications and former official of the Secretary General’s Office of the UPAEP, distinguished by his valuable contributions to the Cuban postal sector and in the Region.
