He graduated as Telecommunications Engineer at the Julio Antonio Mella Higher Polytechnic Institute, in the province of Santiago de Cuba.
His work life began in 1988, as a professor at the Milanés General Polytechnic Institute from Bayamo, in the Electronics Faculty. In 1990 he moved to the Provincial Communications Company as Operator "C" of Automatic Switching, at the Telephone Center of Bayamo where he held the position of Head of Telephony. In 1995, when the Telecommunications Company of Cuba (ETECSA) was created, he assumed the position of Senior Transmission Specialist. At this entity he occupied the following positions: Head of the Maintenance and Operation Department, Head of the Supervision and Management Center; Assistant Technical Manager, Deputy Manager of the Network Subsidiary; Specialist D in Telecommunications, Deputy Manager of the Network Subsidiary; Head of theNetwork Operations Department, and Director of the Territorial Division. He was one of the deputies of the 8th Legislature of the National Assembly of the People's Power. On July 1st, 2014, he was promoted to the position of Director of Inspection of the Ministry of Communications.
On the motion of the Minister of Communications, the President of the Council of Ministers, Miguel Mario Díaz-Canel Bermúdez, emitted the Resolution No. 18 of May 8th, 2018 promoting the comrade Rafael José Solís Martínez to the position of Deputy Minister of the Ministry of Communications.
