In 1998, he graduated in Automatic Engineering from the Superior Polytechnic Institute “José Antonio Echeverría”, in Havana.

In 2014, he obtained a Public Administration Diploma from Postgraduate School for Government and State Officials.

In 2013, he was appointed Vice Minister of the Communications Ministry, and since 2000 he worked at Cuban Telecommunications Enterprise A. S. (ETECSA), being appointed Vice President of Information Technology in 2009.

He is the coordinator of the inter-ministerial workgroup for analyzing and proposing the Integrated Policy for improving the informatization process of society in Cuba. For this purpose, he has coordinated several workgroups associated to the informatization process of the country in the 2013-2018 period.

In the years 2014, 2015, and 2017 he presided over the Cuban Delegation to the follow-up forum of the World Summit on the Information Society.

Currently First Deputy Minister of the Ministry of Communications of the Republic of Cuba.
